50 OFFICERS FROM THE MINISTRY OF EMPLOYMENT PARTICIPATE IN A TRAINING PROGRAM RELATED TO CAPACITY BUILDING IN THE FIELD OF HUMAN RIGHTS
The Advisory Council on Human Rights (CCDH), the Ministry of Employment and Vocational Training, the Freidrich Ebert Stiftung Foundation (FES) and the Institute of Training for Development Agents held a ceremony to end the 2nd session of a training program related to the capacity building of the officers of the Ministry of Employment and Vocational Training in the field of human rights, on 29 January 2011 in Rabat.This session aimed to build the capacity of the officers of the Ministry of Employment and include human rights in their training to ensure compliance with international human rights conventions, especially those related to the economic, social and cultural rights. 50 participants benefitted from this session: 25 labor inspectors, 5 medical doctors, 10 hygiene and safety engineers and 10 inspectors of the National Social Security Fund (CNSS).
The ceremony was marked by the participation of the President of the Advisory Council on Human Rights, the Minister of Employment, the President of the Institute of Training for Development Agents and a representative of the Freidrich Ebert Stiftung Foundation.
Mr. Ahmed Herzenni, CCDH President, indicated that this training session is held in implementation of a partnership agreement between the Council and the Ministry of Employment. This agreement was concluded in the context of the implementation of the Equity and Reconciliation Commission’s recommendations regarding collective reparation and common programs to promote human rights in general. This program is listed among the programs implemented by the Council to promote human rights and strengthen stakeholders’ capacities, in cooperation with government departments or NGOs, Mr. Herzenni added. He confirmed that this program, according to the preliminary reports, will help develop cooperation mechanisms.
Mr. Jamal Aghmani, Minister of Employment and Vocational Training, stated that upon this agreement the Ministry benefits from the expertise and experience of the Council. This training strengthens the capacities of the Ministry’s human resources regarding the adoption of the human rights based approach in all its (Ministry) services and programs related to the fields of vocational training, governance of job market, mediation, employment, improvement of work conditions and strengthening the different social protection mechanisms, he added.
The Ministry wishes to create a new management method based mainly on modern trends that help improve governance and provided public services, he said.
The representative of the Freidrich Ebert Stiftung Foundation said that his foundation is involved in this partnership that aims to strengthen the capacities of the Ministry of Employment’s officers and include the human rights based approach in their training. This will ensure compliance with the international human rights conventions, he added.
For the representative of the Institute of Training for Development Agents, this initiative is another important step to strengthen partnership between the State, civil society and national human rights institutions. He praised the expected results of this partnership.
At the end of this training program the participants confirmed the effectiveness of such initiatives in promoting and strengthening their capacities and competences in the field of human rights. They expressed their determination to transfer to and exchange this experience with other stakeholders.
